Legislative Advisory: House Bill 2664

An Act Relative to Protecting the Rights of Custodial, Maintenance and other Non Teaching Employees of School Districts

 The Education Reform Act of 1993 granted school principals unilateral authority over school buildings. Unfortunately, this well intentioned provision has had a negative collateral impact on the hiring, promotion and termination provisions of many collective bargaining agreements which cover non teaching school support staff. The confusion over this provision has resulted in numerous grievances and arbitrations across the state.

House Bill 2664 would provide clarity on this issue. The bill would require that all hiring, promotions and terminations for non teaching positions be in accordance with the provisions of the collective bargaining agreement.

House Bill 2664 was heard by Joint Committee on Public Service and received a favorable report. This means that the members of the Committee voted in support of our bill.
